Fulton Homes is the developer of the Escalante Homeowners Association, known as the "Declarant." The Declarant initially owns and develops the community before transitioning control to the homeowners electing a board of directors. The "Declarant Control Period" begins when the declaration is recorded and ends either when the Declarant no longer owns property or as specified in a written notice to the board.
